ON AMENDMENTS TO SOME ACTS OF THE GOVERNMENT OF THE RUSSIAN FEDERATION ON THE OPERATION OF RETAIL ELECTRIC ENERGY MARKETS

The Government of the Russian Federation decides:
1. Approve the attached changes that are being made to the acts of the Government of the Russian Federation on the functioning of retail electricity markets.
2. Federal Tariff Service:
jointly with the Ministry of Energy of the Russian Federation, the Ministry of Economic Development of the Russian Federation and the Federal Antimonopoly Service, within a 3-month period, develop and submit in the prescribed manner to the Government of the Russian Federation a procedure for determining and applying unregulated prices for electrical energy (capacity) by guaranteeing suppliers;
in agreement with the Ministry of Energy of the Russian Federation and the Federal Antimonopoly Service, within a 6-month period, approve the procedure for determining the amount of power used in establishing and applying tariffs for services for the transmission of electrical energy (power).
3. To recognize as invalid:

1. "57-2. Regulated tariffs (prices) for electrical energy (power) for supply to the population and equivalent categories of consumers are established based on the volumes of electrical energy (power) supplied to the population and equivalent categories of consumers approved in the consolidated balance sheet, and indicative price for electrical energy (power) for supply to the population, approved by the Federal Tariff Service.
Regulated tariffs (prices) for electrical energy (power) for supply to the population and equivalent categories of consumers are established by the regulatory body simultaneously in 2 options:
single-rate tariff (price), which includes the full cost of supplying 1 kilowatt-hour of electrical energy, taking into account the cost of power;
a one-rate tariff (price) differentiated by zone of the day, which includes the full cost of supplying 1 kilowatt-hour of electrical energy, taking into account the cost of power during the day and night hours of the day.
The use of a tariff (price) differentiated by day zones in calculations for consumed electrical energy (power) is determined in the energy supply contract and is possible only if the consumer has the appropriate electrical energy (power) metering devices.

In order to fulfill obligations to implement the UN Framework Convention on Climate Change and prevent the negative consequences of climate change on public health and the country's economy, the Government of the Russian Federation decides:

1. Approve the attached federal target program “Preventing dangerous climate changes and their negative consequences” (hereinafter referred to as the Program).

2. Determine the Federal Service of Russia for Hydrometeorology and Environmental Monitoring as the government customer of the Program.

3. The Ministry of Economy of the Russian Federation and the Ministry of Finance of the Russian Federation should include the Program in the list of federal target programs to be financed from the federal budget.

4. 1. CONTENT OF THE PROBLEM AND JUSTIFICATION OF THE NEED FOR ITS SOLUTION

Climate change as a result of anthropogenic greenhouse gas emissions leads to large-scale negative consequences in almost all areas of human activity. The highest latitudes of the Earth, where a significant part of the territory of the Russian Federation is located, are subject to the most significant warming.

In the Russian Federation, agriculture, forestry and water management are highly vulnerable to climate change. This is mainly due to the redistribution of precipitation and an increase in the number and intensity of droughts. In the permafrost zone, which occupies about 10 million square meters. kilometers (58 percent of the entire country's area), as a result of its melting with a warming climate, economic infrastructure will be destroyed, primarily due to the vulnerability of the mining industry, energy and transport systems and utilities. The rise in the level of the World Ocean will lead to flooding and destruction of the coastal zone and low-lying areas of river deltas with cities and settlements located here. Climate change may have a negative impact on human health, both due to increased heat stress in southern regions and the spread of many types of diseases.

In connection with the global threat of climate change, UN member countries in 1992 at the UN Conference on Environment and Development signed the UN Framework Convention on Climate Change (hereinafter referred to as the Convention), which was ratified by the Russian Federation on November 4, 1994 and came into force on March 1995 The ultimate goal of the Convention is to stabilize the concentration of greenhouse gases in the atmosphere at a level that would prevent dangerous anthropogenic influence on the climate system. In the Russian Federation, the level of greenhouse gas emissions by 2000 should not exceed those achieved in 1990.

The federal target program “Preventing dangerous climate changes and their negative consequences” (hereinafter referred to as the Program) should ensure the implementation of the obligations of the Russian Federation under the Convention, as well as the implementation of a set of measures to prevent the negative consequences of climate change in Russia. The implementation of such measures is a complex task on a national scale and requires coordinated actions of ministries and departments.

The implementation of the Program will make it possible to overcome existing shortcomings in the collection and analysis of information about climate change, anthropogenic causes and sources of these changes by creating automated information systems.

To prevent serious damage that could be caused to climate change-dependent sectors of the Russian economy, a set of preventive measures must be developed.

The program is aimed at curbing the growth of emissions and increasing the absorption of greenhouse gases by developing a system of interconnected technical, economic, organizational and technical measures for all sectors of production and types of economic activity related to emissions and absorption of greenhouse gases.

The program is the first stage in solving this problem and provides for continuity between the developments and measures that will be implemented in 1997-2000, and the strategy and activities being developed until 2020.

2. MAIN GOALS AND OBJECTIVES OF THE PROGRAM

The main goals of the Program are:

preventing the negative consequences of climate change for the economy and health of the population of the Russian Federation, taking into account the possible positive consequences of climate change;

reducing anthropogenic climate change by stabilizing greenhouse gas concentrations in the atmosphere at a safe level.

These goals are achieved through solving the following interrelated tasks:

increasing the detail and reliability of information on the state of the climate system and climate change and providing users with this information;

obtaining reliable information about anthropogenic sources and emissions of greenhouse gases, the state of sinks and the dynamics of absorption of greenhouse gases from the atmosphere, as well as other sources of anthropogenic impacts on the climate;

improving the quality and reliability of information on the response to climate change and the vulnerability of managed and natural ecosystems, the economy and health of the country’s population to it;

development of preventive adaptation measures to reduce the vulnerability of climate-dependent sectors of the economy;

development of measures to reduce emissions and increase the absorption of greenhouse gases, taking into account the projected economic growth and the requirements of the Convention.

To solve these problems it is necessary:

create information systems that provide government authorities and economic sectors of the Russian Federation with information on current and predicted climate changes, sources and sinks of greenhouse gases, organize a system of observations of greenhouse gases in the atmosphere;

develop a set of preventive measures in order to adapt the country's economy to climate change, a system of measures to limit anthropogenic greenhouse gas emissions, as well as a strategy for the period until 2020 to prevent dangerous climate change and measures to fulfill the obligations of the Russian Federation under the Convention.

3. SYSTEM OF PROGRAM EVENTS

The program consists of 6 subroutines.

Subprogram “Creating and ensuring the functioning of an information system about climate change and the influence of anthropogenic factors on it.

The main objective of the subprogram is to regularly provide government bodies, organizations and institutions of the Russian Federation with information characterizing the current, expected and observed in the foreseeable past state and climate change with an assessment of the role of anthropogenic factors in these changes for the implementation of measures for adaptation and sustainable development of agriculture, forestry and water management, as well as information on the state of permafrost on the territory of the Russian Federation.

Subprogram “Creating and ensuring the functioning of an information and analytical system for collecting and statistically recording data on sources and sinks of greenhouse gases, their emissions, absorption and impact on global warming processes.”

The activities included in the subprogram provide for the creation and operation, based on computerization, of subsystems for collecting and statistical data recording, covering all types of sources and sinks of greenhouse gases on the territory of the Russian Federation:

collection and storage of information on the production, transportation, processing and consumption of organic fuels, on the volume of products, the production of which leads to the emission of greenhouse gases;

tracking technological and economic activities leading to changes in specific and absolute emissions of greenhouse gases and to changes in the overall structure of fuel consumption in the fuel and energy complex, in industry, transport, and utilities;

collection and storage of information on agricultural production, on the formation, burial and disposal of solid and liquid waste of industrial and domestic origin, which plays an important role in the balance of greenhouse gases, on gases with an indirect greenhouse effect, as well as on other sources of impact on the climate system (aerosols and other);

collection and accumulation of data on changes in carbon stocks in ecosystems, primarily in forests on the territory of the Russian Federation, under the influence of economic activities and climate change to calculate the volume of emissions and absorption of greenhouse gases.

Based on this information, the calculation of the value, analysis of the structure and dynamics of emissions and absorption of greenhouse gases, their impact on the processes of global warming will be provided.

Subprogram “Creation and maintenance of the functioning of an observation system for greenhouse gases and aerosols in the atmosphere.”

A set of measures for the implementation of this subprogram is aimed at creating and ensuring the functioning of an observation system for climate-active pollutants in the atmosphere (greenhouse gases, aerosols) on the territory of Russia. This will allow monitoring the concentration of greenhouse gases (carbon dioxide, methane, freons, nitrous oxide, tropospheric ozone) and aerosols in the atmosphere, and assessing the effectiveness of measures aimed at stabilizing the level of greenhouse gas concentrations in the atmosphere in accordance with the Convention.

The implementation of the subprogram involves solving the following main tasks:

creation and improvement of the analytical base of the observation system for greenhouse gases and aerosols in the atmosphere, ensuring metrological control;

development of unified observation programs for greenhouse gases and aerosols in the atmosphere taking into account international requirements;

carrying out systematic observations, creating and maintaining a data bank of an observation system for greenhouse gases and aerosols in the atmosphere, providing government bodies, institutions and organizations of the Russian Federation with information on trends in changes in greenhouse gases and aerosols in the atmosphere on the territory of the Russian Federation, on the results of assessing the effectiveness of measures, aimed at stabilizing the level of greenhouse gas concentrations in the atmosphere.

Subprogram "System of preventive measures to adapt the economy of the Russian Federation to climate change."

The main objective of the subprogram is to prevent the negative consequences of climate change for the economy of the Russian Federation through timely adaptation to them.

For this purpose the following are provided:

creation of a state system for collecting, analyzing and summarizing information on the impacts of climate change on economic sectors, human health, managed and natural ecosystems in order to provide government authorities and interested organizations with reliable and reliable information for making decisions on preventive measures;

development of a system of measures to adapt to the negative consequences of climate change:

a) sectors of the economy most susceptible to the impacts of climate change (agriculture, water management and forestry);

b) mining and processing industry facilities, transport, energy, utilities and others located in the permafrost zone;

development of preventive measures to prevent the negative consequences of climate change on public health (deterioration of the sanitary and epidemiological situation, migration of infectious disease spreaders to the northern regions, influence of temperature conditions);

development of preventive measures to prevent and reduce the regional consequences of climate change, which will avoid significant economic losses and possible catastrophic consequences in the territories of the constituent entities of the Russian Federation;

creation of a regulatory framework regulating the work in the Russian Federation to assess, forecast and prevent the impacts of dangerous climate change on the economy.

Subprogram "System of measures to limit anthropogenic emissions of greenhouse gases and increase their absorption."

The objective of the subprogram is to create a comprehensive system of technical, economic, organizational and technical measures to limit anthropogenic emissions of greenhouse gases in all areas of economic activity in enterprises and organizations of all types of property and increase the absorption of greenhouse gases on the territory of the Russian Federation, as well as the creation and improvement of regulatory legal and methodological basis for economic and administrative regulation aimed at reducing greenhouse gas emissions when using fuel and energy resources.

The most important measures to limit greenhouse gas emissions are related to increasing the efficiency of use of fuel and energy resources in all areas of economic activity through the implementation of a policy of structural reforms in the field of production and consumption.

The increase in the absorption of greenhouse gases will be carried out mainly due to the processes of absorption of carbon dioxide in forest ecosystems.

To implement this subprogram, it is envisaged to attract foreign investment and transfer technology as part of joint measures with other states to reduce greenhouse gas emissions, which must be carried out in accordance with the Convention. At the same time, system assessments will be carried out, a general methodology will be developed for cost-effective attraction of investments and technologies in various sectors of the country’s economy, and the necessary pre-project developments will be carried out.

An important component of the subprogram are measures to improve the state system of standards, development and technological testing of new federal, industry and regional standards in this area.

Subprogram "Development of strategy and measures to prevent dangerous climate changes and their negative consequences for the period until 2020."

The subprogram includes activities to develop a long-term strategy to prevent dangerous climate changes and their negative consequences and measures to fulfill the Russian Federation’s obligations under the Convention.

Taking into account the scale of the problem and the need for targeted, ongoing actions, a federal program should be developed, the main goal of which will be to meet the requirements of the Convention in 2001-2020.

The planned activities of the subprogram will also provide the necessary material for the preparation of national reports and other documents of the Russian Federation on the implementation of the Convention, provided for by the obligations assumed.

4. RESOURCE SUPPORT OF THE PROGRAM

The requirements for financial resources for the implementation of the Program in 1997-2000 amount to 239.4 billion rubles, in 1996 prices, including 171.4 billion rubles from the federal budget and 68 billion rubles from extra-budgetary sources (within the framework of bilateral international projects to implement the Convention).

Funds for the implementation of basic work and research under the Program are allocated from the federal budget for the purpose of the main developers and implementers of the Program in agreement with the state customer.

Financing from extrabudgetary sources is provided through the implementation of international projects for joint implementation of activities with States Parties to the Convention. The selection of projects is carried out by the Interdepartmental Commission of the Russian Federation on Climate Change.

5. MECHANISM OF THE PROGRAM IMPLEMENTATION AND MONITORING THE PROGRESS OF ITS IMPLEMENTATION

The state customer of the Program - the Russian Federal Service for Hydrometeorology and Environmental Monitoring, the Ministry of Economy of the Russian Federation, the Ministry of Finance of the Russian Federation, the State Committee of the Russian Federation for Science and Technology - exercises the functions of managing the implementation of the Program and monitoring the progress of its implementation in accordance with the resolution of the Government of the Russian Federation dated June 26, 1995 N 594.

The functioning of the information system on climate change and the influence of anthropogenic factors on it and the observation system for greenhouse gases and aerosols in the atmosphere is ensured by the Russian Federal Service for Hydrometeorology and Environmental Monitoring. The functioning of the information and analytical system for collecting and statistically recording data on sources and sinks of greenhouse gases, their emissions, absorption and impact on global warming is ensured by the State Committee of the Russian Federation on Statistics in terms of sources and sinks, and in terms of emissions, sinks and impact on global warming. climate warming processes - Russian Federal Service for Hydrometeorology and Environmental Monitoring. Measures to prevent dangerous climate change and adapt the economy are carried out in relevant sectors.

The Russian Federal Service for Hydrometeorology and Environmental Monitoring provides organizational, methodological, software, mathematical and scientific information support for the Program as a whole.

The Interdepartmental Commission of the Russian Federation on Climate Change Issues participates in coordinating the work of ministries and departments of the Russian Federation to implement the Program within its competence established by Decree of the Government of the Russian Federation of April 19, 1994 N 346.

6. ASSESSMENT OF THE EFFECTIVENESS OF THE PROGRAM, SOCIO-ECONOMIC AND ENVIRONMENTAL CONSEQUENCES OF ITS IMPLEMENTATION

The creation of control, monitoring, analysis and forecasting systems in the field of climate change provided for by the Program will provide government authorities and economic sectors of the Russian Federation with reliable information for making economic and other decisions, reducing damage associated with the negative consequences of climate change, as well as for using possible positive ones. factors.

As a result of the implementation of the Program, a regulatory framework will be created and scientifically based recommendations will be developed for the implementation of a set of practical measures for the introduction of energy and resource conservation, the development of forest ecosystems in order to reduce emissions and increase the absorption of greenhouse gases, to adapt economic sectors to climate change and, first of all, the turn of agriculture, forestry and water management and health care, to take these changes into account when carrying out technical and social policies. These recommendations and regulatory documents, as well as forecasts in the field of climate change, will make it possible to make informed engineering, technical and other decisions to protect buildings, structures and other objects located in the permafrost zone from the effects of global warming.

According to international expert estimates, the expected damage from climate change, in the absence of adequate measures to prevent the negative consequences of its change, will exceed the damage currently caused by natural disasters and environmental pollution. For the conditions of the Russian Federation, the economic effect from the implementation of the Program will be 2-3 times greater than the costs of its implementation.

In addition, the implementation of the Program will make it possible to fulfill the obligations of the Russian Federation under the Convention.

"special rate"- the tariff established by the air carrier for the transportation of one passenger in one direction for all seats in the economy class cabin on a subsidized route, the amount of which, taking into account value added tax, does not exceed the amount given in Appendix No. 2;

"subsidized route"- a route whose points of departure and destination are located in the territories of different constituent entities of the Russian Federation, included in the list of subsidized routes in accordance with paragraphs 7-9 of these Rules;

"hub airport"- airports in the cities of St. Petersburg, Yekaterinburg, Novosibirsk, Krasnodar, Sochi, Ufa, Krasnoyarsk, Samara, Rostov-on-Don, Khabarovsk, Vladivostok, Kazan, Perm, Irkutsk, Mineralnye Vody, Tyumen, Kaliningrad, Yakutsk and Yuzhno-Sakhalinsk;

"actual passenger turnover"- the product obtained by multiplying the number of passengers transported on a subsidized route in one month by the length of the route in one direction.

3. The right to receive a subsidy is granted to air carriers that have entered into a subsidy agreement with the Federal Air Transport Agency (hereinafter referred to as the agreement) and have carried out air transportation using aircraft included in the air carrier operator’s certificate:

a) with a frequency of at least 1 flight per week - on routes included in the list of subsidized routes in the first, second, third, fourth and fifth stages in accordance with paragraph 9 of these Rules;

b) with a frequency of at least 2 flights per week - on routes included in the list of subsidized routes in the sixth place in accordance with paragraph 9 of these Rules.

If the air carrier indicated a co-financed route in the application, a copy of the relevant regulatory legal act of the constituent entity of the Russian Federation on the provision of subsidies from the budget of the constituent entity of the Russian Federation to air carriers in relation to this route, and (or) copies of programs for the development of air transportation from departure (destination) airports is also attached to the application. routes approved by a constituent entity of the Russian Federation (in relation to the routes specified in paragraph eight of clause 2 of these Rules), and (or) a letter from the air carrier, signed by the general director and chief accountant (if any) of this air carrier, about its intention to carry out air transportation on this route (in relation to the routes specified in paragraph nine of clause 2 of these Rules).

If the air carrier plans to carry out air transportation along a subsidized route with an intermediate landing with a change from an aircraft of one type to an aircraft of another type, a corresponding note is made in the “Note” column of the application.

Applications submitted after December 1 are considered by the Federal Air Transport Agency after approval of the list of subsidized routes.

9. Routes are included in the list of subsidized routes in the following order:

a) first of all - routes in respect of which a constituent entity of the Russian Federation has decided to provide an air carrier with a subsidy from the budget of a constituent entity of the Russian Federation for air transportation from the territory of this constituent entity of the Russian Federation and (or) to its territory in the amount of more than 60 percent of the maximum subsidy amount given in Appendix No. 1 to these Rules, or routes in which at least one of the airports is located in a populated area provided for in Appendix No. 3 to these Rules;

d) fourthly - routes that in the year preceding the year of granting the subsidy were included in the list of subsidized routes along which air transportation was carried out and the average value of the complex indicator of the effectiveness of subsidizing the actual passenger turnover for the period of air transportation did not exceed the limit values ​​of the complex indicator of efficiency subsidizing actual passenger turnover in accordance with Appendix No. 4;

e) fifthly - routes on which no more than 30 regular flights were operated in the year preceding the year of granting the subsidy;

10. The list of subsidized routes is posted on the official website of the Federal Air Transport Agency on the Internet information and telecommunications network.

If the air carrier submits an application after December 1 of the year preceding the year of granting the subsidy, the route specified in the application is included in the list of subsidized routes if it meets the requirements for subsidized routes specified in paragraph 8 of these Rules and this route is not in the list of subsidized routes.

In the event of termination of the contract at the initiative of the air carrier before the start of regular air transportation on a subsidized route or in connection with the termination by the air carrier of regular air transportation on a subsidized route, as well as in the event of termination of the contract in the event of a violation by the air carrier of the provisions provided for by these Rules and the agreement, the Federal The air transport agency, within 5 days from the date of termination of the contract, posts information about subsidized routes on which transportation has been discontinued on the official website of the Federal Air Transport Agency.

11. The list of subsidized routes this year is reduced and (or) clarified by the Federal Air Transport Agency in the following cases:

a) if, for more than 3 months of the current year, the average value of the complex indicator of the effectiveness of subsidizing the actual passenger turnover along the route exceeds the limit values ​​of this indicator given in Appendices No. 2.2 and to these Rules;

b) if the air carrier has submitted a letter of refusal to carry out air transportation on a subsidized route;

12. Upon receipt of an application from more than one air carrier for one route included in the list of subsidized routes, the Federal Air Transport Agency enters into an agreement with the air carrier planning to use modern aircraft manufactured on the territory of the Russian Federation after January 1, 2009 for regional air transportation g., or aircraft on which the piston engine was replaced by a turboprop engine.

If two or more air carriers planning to use for regional air transportation modern aircraft manufactured on the territory of the Russian Federation after January 1, 2009, or aircraft on which the piston engine was replaced by a turboprop engine, submitted applications for the same route, included in the list of subsidized routes, the contract is concluded with the air carrier that indicated in the application the lowest value of the comprehensive indicator of the effectiveness of subsidizing the maximum passenger turnover.

If among the air carriers that have submitted an application for one route included in the list of subsidized routes, there is no air carrier planning to use modern aircraft manufactured on the territory of the Russian Federation after January 1, 2009, or aircraft with piston engines for regional air transportation. the engine was replaced with a turboprop engine, the contract is concluded with an air carrier planning to use for air transportation aircraft manufactured in the Russian Federation before January 1, 2009, or foreign-made aircraft and indicating in the application the lowest value of the comprehensive indicator of the effectiveness of subsidizing the maximum passenger turnover.

13. The agreement also provides for:

a) the obligation of the air carrier, no later than 5 days before the start of air transportation, to ensure the sale of tickets at a cost not exceeding the amount of the special fare for all seats in the economy class cabin for air transportation on subsidized routes;

b) the obligation of the air carrier to carry out air transportation on a subsidized route in accordance with its application;

c) the form, procedure and deadlines for submitting the air carrier’s report on the number of actually operated flights, the number of passengers transported, actual passenger turnover, applied tariffs, subsidies due to the air carrier and a comprehensive indicator of the effectiveness of subsidizing the actual passenger turnover (hereinafter referred to as the report);

d) the air carrier’s consent to the Federal Air Transport Agency and authorized state financial control bodies conducting inspections of compliance with the conditions, purposes and procedure for providing subsidies provided for by these Rules;

e) the procedure for terminating the contract in the event of a violation of the provisions provided for by these Rules and the contract;

14. To receive a subsidy, the air carrier submits a report to the Federal Air Transport Agency on a monthly basis, no later than the 15th day of the month following the reporting month.

The air carrier is responsible for the accuracy of the information contained in the report.

Reports regarding regional air transportation of passengers carried out from December 1 to December 15, 2018 inclusive, are submitted to the Federal Air Transport Agency no later than December 20, 2018.

15. The provision of subsidies is carried out within the limits of budgetary allocations provided for in the federal law on the federal budget for the corresponding financial year and planning period, and the limits of budgetary obligations communicated in the prescribed manner to the Federal Air Transport Agency as the recipient of federal budget funds for the purposes provided for in paragraph 1 of these Rules, in accordance with contracts.

The amount of the subsidy is calculated by adding the amount of subsidies provided in relation to each subsidized route, with each subsidy being determined as the product of the number of flights performed, the amount of the subsidy provided for one flight, not exceeding the maximum amount of the subsidy provided for in Appendix No. 1 to these Rules, and the coefficient given in Appendix No. 5.

If air transportation along a subsidized route is carried out with an intermediate landing with the replacement of an aircraft of one type by an aircraft of another type, the amount of the subsidy is calculated as the amount of subsidies for each section of such transportation.

17. The Federal Air Transport Agency, within 10 days from the date of receipt of the report, checks its completeness and correctness of execution and makes a decision to transfer a subsidy to the air carrier or to return documents to it indicating the reasons for the return.

Checking the completeness and correctness of air carrier reports regarding regional air transportation performed from December 1 to December 15, 2018 inclusive, and making a decision on the transfer of subsidies in relation to such transportation are carried out by the Federal Air Transport Agency no later than December 24, 2018.

18. Documents are returned to the air carrier if typos, technical errors are detected in them and (or) if documents are submitted in violation of the requirements established by the contract.

19. The air carrier, within 5 days from the date of receipt of the returned report, corrects any typographical errors, technical errors and (or) violations and submits an updated report to the Federal Air Transport Agency.

The Federal Air Transport Agency, within 5 days from the date of receipt of the updated report from the air carrier, checks its completeness and correctness of execution and makes a decision to provide the air carrier with a subsidy or to refuse to provide it with a subsidy.

"On the development, implementation and evaluation of the effectiveness of individual state programs of the Russian Federation"

according to the Decree of the Government of the Russian Federation dated February 23, 2018 No. 196)

The Government of the Russian Federation decides:

1. Approve the attached:

Rules for the development, implementation and evaluation of the effectiveness of individual state programs of the Russian Federation (hereinafter referred to as the Rules);

changes that are made to acts of the Government of the Russian Federation.

2. Establish that in 2017 the Rules are applied taking into account the following features:

submission to the Government of the Russian Federation of draft acts of the Government of the Russian Federation on the approval of state programs of the Russian Federation, which are subject to the Rules (hereinafter referred to as pilot state programs), is carried out by responsible executors of pilot state programs without their coordination with co-executors and participants in pilot state programs, federal executive bodies authorities, with the exception of the Ministry of Economic Development of the Russian Federation and the Ministry of Finance of the Russian Federation, without holding a public discussion of these draft acts of the Government of the Russian Federation and their consideration by public councils of responsible executors of the relevant pilot state programs, as well as without submitting additional and justifying materials provided for in subparagraphs "a" " - "k", "n" and "o" of paragraph 15 of the Rules;

the development of pilot state programs is carried out without the use of an analytical information system to ensure the openness of the activities of federal executive authorities, located on the Internet information and telecommunications network (www.programs.gov.ru), provided for in paragraph 4 of the Rules;

the development of pilot state programs is carried out without ranking projects (programs) and departmental target programs provided for in paragraph 29 of the Rules, as well as without assessing whether the goals of pilot state programs are met by projects (programs) and departmental target programs provided for in paragraph 12 of the Rules;

when forming the process part of the pilot state program provided for in paragraph 10 of the Rules, it is allowed to include individual activities in it without developing corresponding departmental target programs;

in order to integrate federal target programs into the pilot state program, an independent direction (subprogram) can be formed within its composition;

the monitoring plan for the implementation of pilot state programs, provided for in paragraph 39 of the Rules, is approved by the responsible executor of the corresponding pilot state program together with the Ministry of Economic Development of the Russian Federation for the period until April 30, 2018.

3. Federal executive authorities that are responsible executors of pilot state programs:

submit, before November 15, 2017, in accordance with the established procedure, to the Government of the Russian Federation draft acts of the Government of the Russian Federation on the approval of pilot state programs prepared taking into account paragraph 2 of this resolution;

paragraph 3 of clause 3 has become invalid in accordance with Decree of the Government of the Russian Federation of February 23, 2018 No. 196.

4. To the Ministry of Economic Development of the Russian Federation:

in agreement with the Ministry of the Russian Federation for North Caucasus Affairs, the Ministry of the Russian Federation for the Development of the Far East and the Ministry of Finance of the Russian Federation, approve by November 1, 2017 the requirements for the form of providing summary information on the rapid development of priority territories;

approve, by November 15, 2017, methodological recommendations for ranking projects (programs) and departmental target programs, taking into account the assessment of achievement of the goals of pilot state programs;

submit before November 15, 2017 in the prescribed manner to the Government of the Russian Federation a draft act of the Government of the Russian Federation providing for amendments to the Regulations on the development, approval and implementation of departmental target programs, approved by Decree of the Government of the Russian Federation dated April 19, 2005 No. 239 “On approval of the Regulations on the development, approval and implementation of departmental target programs", including in terms of establishing the possibility of including activities of an interdepartmental nature into departmental target programs and simplifying the procedure for approving departmental target programs.

Rules for the development, implementation and evaluation of the effectiveness of individual state programs of the Russian Federation

I. General provisions

1. These Rules establish the procedure for the development, implementation and evaluation of the effectiveness of state programs of the Russian Federation, provided for by positions 1, 2, 5, 24 and 25 of the list of state programs of the Russian Federation, approved by Order of the Government of the Russian Federation dated November 11, 2010 No. 1950-r ( hereinafter referred to as pilot state programs).

2. The development and implementation of the pilot state program is carried out by the federal executive body or other main manager of federal budget funds, designated by the Government of the Russian Federation as the responsible executor of the pilot state program (hereinafter referred to as the responsible executor), together with interested federal executive authorities and other state bodies and organizations that are the main managers of funds from the federal budget and the budgets of state extra-budgetary funds of the Russian Federation - co-executors and participants in the pilot state program.

3. The formation of pilot state programs is carried out based on the following principles:

a) ensuring the achievement of the goals of socio-economic development and national security of the Russian Federation, provided for by strategic planning documents;

b) ensuring the consolidation of budgetary allocations of the federal budget and the budgets of state extra-budgetary funds of the Russian Federation, aimed at implementing state policy in relevant areas and influencing the achievement of planned results;

c) integration of government financial and regulatory measures (including regulatory measures, tariff regulation, tax and non-tax expenses, exemptions and other preferences, improvement of licensing procedures, implementation of control and supervisory activities, implementation of structural reforms in the industry) affecting the achievement of goals state policy in the relevant area;

d) coordination of the activities of pilot state programs with the activities of state programs of the constituent entities of the Russian Federation and activities provided for by development programs (other programs) of state corporations, state-owned companies and joint-stock companies with state participation;

e) inclusion in pilot state programs of projects (programs) and departmental target programs that have undergone the ranking procedure and the implementation of which ensures the achievement of the goals set in the pilot state programs in full in the most effective way.

4. The development and approval of the draft pilot state program is carried out electronically using an analytical information system for ensuring the openness of the activities of federal executive bodies, located on the Internet information and telecommunications network (hereinafter referred to as the Internet) (www.programs.gov. ru) (hereinafter referred to as the portal of state programs), and on paper.

When developing and implementing a pilot state program, the formation of documents and the exchange of documents (with the exception of documents containing information about the activities of federal target programs integrated into the pilot state programs, information classified as state secrets, and information of a confidential nature) between the Ministry of Economic Development of the Russian Federation, the Ministry Finance of the Russian Federation, the responsible executor, co-executors and participants of the pilot state program is carried out using the portal of state programs in the form of electronic documents with a certificate of an enhanced qualified electronic signature of the head (authorized person) and on paper.

Exchange of documents containing information about the activities of federal target programs integrated into pilot state programs, information classified as state secrets, and information of a confidential nature, between the Ministry of Economic Development of the Russian Federation, the Ministry of Finance of the Russian Federation, co-executors, participants in the pilot state program and interested federal by executive authorities and organizations is carried out on paper.

5. The pilot state program is approved by a regulatory legal act of the Government of the Russian Federation.

Public discussion of the draft pilot state program is carried out in accordance with the Rules for the disclosure by federal executive authorities of information on the preparation of draft regulatory legal acts and the results of their public discussion, approved by Decree of the Government of the Russian Federation of August 25, 2012 No. 851 “On the procedure for disclosure by federal executive authorities information on the preparation of draft regulatory legal acts and the results of their public discussion."

The draft pilot state program, as well as proposals to amend the pilot state program, simultaneously with submission to the Government of the Russian Federation for consideration, are submitted to the State Duma of the Federal Assembly of the Russian Federation for consideration in accordance with the Federal Law “On Parliamentary Control”.

The pilot state program approved by the Government of the Russian Federation is posted on the official website of the responsible executor on the Internet within 2 weeks from the date of official publication of the regulatory legal act on its approval.

II. Requirements for the content of pilot government programs

6. A pilot state program is a document providing for the implementation of a set of measures aimed at achieving the goals of state policy in the relevant area defined by strategic planning documents, on the principles of project management.

7. The pilot state program contains projects (programs) and (or) individual activities of inter-program projects (programs), as well as departmental target programs.

Interprogram projects (programs) are priority and departmental projects (programs), including individual activities, the implementation of which is carried out within the framework of 2 or more state programs of the Russian Federation, including various federal executive authorities and other main managers of federal budget funds and budgets of state extra-budgetary funds of the Russian Federation.

The pilot state program may include projects (programs), the implementation of which is carried out by 2 or more main managers of funds from the federal budget and the budgets of state extra-budgetary funds of the Russian Federation.

The pilot state program may include individual measures aimed at financially supporting the activities of the central offices of federal executive authorities and their territorial bodies.

8. Projects (programs), individual activities of inter-program projects (programs) and departmental target programs are grouped according to the areas of implementation (subprograms) of the pilot state program.

9. Activities of federal target programs integrated into the pilot state program are reflected in the structure of the pilot state program in its areas (subprograms) as part of the relevant projects (programs), departmental target programs or are included as independent projects (programs) and (or) separate events interprogram projects (programs) or departmental target programs.

10. The pilot state program consists of design and process parts.

The project part of the pilot state program includes priority projects (programs), departmental projects (programs), interprogram projects (programs) and individual activities of interprogram projects (programs).

The formation and implementation of priority and departmental projects (programs) of the pilot state program are carried out in accordance with the Regulations on the organization of project activities in the Government of the Russian Federation, approved

The process part of the pilot state program contains departmental target programs and, if necessary, individual measures aimed at financially supporting the activities of the central offices of federal executive bodies and their territorial bodies.

The formation and implementation of departmental target programs are carried out in accordance with the Regulations on the development, approval and implementation of departmental target programs, approved by Decree of the Government of the Russian Federation of April 19, 2005 No. 239 “On approval of the Regulations on the development, approval and implementation of departmental target programs”.

Co-executors of the pilot state program are federal executive authorities, other government bodies and organizations, whose representatives are determined by the heads of priority projects (programs), departmental projects (programs) and interprogram projects (programs), as well as federal executive authorities and organizations that are the main managers funds from the federal budget and budgets of state extra-budgetary funds of the Russian Federation, implementing departmental target programs provided for in the pilot state program.

Participants in the pilot state program are federal executive authorities, other government bodies and organizations involved in the implementation of priority projects (programs), departmental projects (programs), inter-program projects (programs) and departmental target programs.

11. A pilot state program may have no more than 5 goals.

The goals of the government pilot program must meet the criteria of being specific, measurable, achievable, relevant, and time-bound. The goals of the pilot state program are formulated in the form of target values ​​of indicators (indicators) of the socio-economic development of the Russian Federation and ensuring national security at the end of the implementation of the pilot state program, which satisfy one of the following conditions:

a) target values ​​of indicators (indicators) are calculated according to methods adopted by international organizations;

b) target values ​​of indicators (indicators) are determined on the basis of federal statistical observation data, including by constituent entities of the Russian Federation (groups of constituent entities of the Russian Federation);

c) target values ​​of indicators (indicators) are calculated according to methods approved by federal executive authorities, provided for by additional and supporting materials for the pilot state program and agreed with the Ministry of Economic Development of the Russian Federation.

12. Projects (programs) and departmental target programs included in the pilot state program must be aimed at achieving the goals of the pilot state program and together ensure their achievement. An appropriate assessment of the coverage of the goals of pilot state programs by projects (programs) and departmental target programs is carried out during the ranking of projects (programs) and departmental target programs.

13. The pilot state program contains:

a) passport of the state program in the form according to Appendix No. 1.

Requirements for filling out the pilot state program passport are approved by the Ministry of Economic Development of the Russian Federation in agreement with the Ministry of Finance of the Russian Federation and are subject to posting on the state programs portal;

b) applications containing:

structure of the state program in accordance with Appendix No. 2;

list of co-executors and participants of the pilot state program;

rules for providing subsidies from the federal budget to the budgets of constituent entities of the Russian Federation within the framework of a pilot state program (if the pilot state program provides for the provision of such subsidies);

a list of capital construction projects, events (enlarged investment projects), real estate objects included (to be included) in the federal targeted investment program;

a list of objects and applied scientific research and experimental developments carried out under contracts for research, development and technological work;

a list of target indicators and indicators integrated into pilot state programs of federal target programs (prior to the approval of projects (programs) and (or) departmental target programs, within the framework of which the implementation of activities of completed federal target programs is provided);

other applications related to the implementation of activities integrated into pilot state programs of federal target programs;

summary information on the rapid development of the Far Eastern Federal District and the North Caucasus Federal District, the Baikal region, the Arctic zone of the Russian Federation, the Republic of Crimea, the city of Sevastopol and the Kaliningrad region (hereinafter referred to as priority territories), including those included in projects (programs) and departmental target programs implemented as part of pilot state programs, events (about individual activities of inter-program projects (programs) implemented in priority territories, about the relevant goals and target indicators of projects (programs) and target indicators and indicators of departmental target programs. Requirements for the form of submission summary information on the rapid development of priority territories is approved by the Ministry of Economic Development of the Russian Federation in agreement with the Ministry of Finance of the Russian Federation and the federal executive authorities responsible for the socio-economic development of priority territories.

14. If the indicators of capital construction projects or real estate objects correspond to the goals, target indicators and indicators of projects (programs) and departmental target programs that are part of pilot state programs (the goals of projects (programs), individual activities of which are part of the pilot state program), by year of implementation, it is allowed to combine interrelated investment projects for individual capital construction projects and (or) real estate objects into an enlarged investment project, providing information about the timing of its implementation and the costs of its implementation with distribution by sources of financial support starting from 2018 . At the same time, a separate appendix to the pilot state program includes a methodology that determines the procedure for detailing an enlarged investment project.

15. When preparing a pilot state program, the following additional and supporting materials are developed:

a) the results of ranking of projects (programs) and departmental target programs being implemented (planned for implementation) as part of pilot state programs, agreed with the Ministry of Economic Development of the Russian Federation;

b) assessment of the provision of the goals of the pilot state program with projects (programs) and departmental target programs, agreed with the Ministry of Economic Development of the Russian Federation;

c) the main measures of legal regulation in the relevant area, aimed at achieving the goals of the pilot state program, indicating the main provisions and deadlines for the adoption of the necessary regulatory legal acts;

d) information on financial support for the implementation of the pilot state program at the expense of the federal budget, budgets of state extra-budgetary funds of the Russian Federation according to budget classification codes with distribution by main managers of funds from the federal budget and budgets of state extra-budgetary funds of the Russian Federation, as well as with distribution to the type of expense element ;

e) information on the expenditures of the budgets of the constituent entities of the Russian Federation, territorial state extra-budgetary funds, forecast expenditures of state corporations, state companies, public joint-stock companies with state participation, public, scientific and other organizations for individual activities of the pilot state program by year of its implementation;

f) characteristics of the current state of the relevant sphere of socio-economic development of the Russian Federation;

g) forecast for the development of the relevant sphere of socio-economic development of the Russian Federation and planned macroeconomic indicators based on the results of the implementation of the pilot state program;

h) a description of the risks of implementing the pilot state program, including in terms of failure to achieve its goals, as well as a description of risk management mechanisms and measures to prevent and minimize them;

i) description of state regulation measures in the implementation of the pilot state program (in the case of using tax, customs, tariff, credit and other instruments - justification of the need for their use to achieve the goal and (or) results of the pilot state program with a financial assessment at the stages of its implementation) ;

j) justification of the necessary financial resources for the implementation of the pilot state program, as well as assessment of the degree of influence of the allocation of additional amounts of funding on achieving the goals of the pilot state program, including the timing and immediate results of the implementation of projects (programs), departmental target programs and individual activities of inter-program projects (programs);

k) forecast of summary indicators of state assignments at the stages of implementation of the pilot state program;

l) information on the procedure for collecting information and the methodology for calculating the values ​​of the goals of the pilot state program, as well as the values ​​of goals, target indicators and indicators of projects (programs) and departmental target programs;

m) information about the target groups (individuals and legal entities) to which the pilot state program is aimed, and the rationale for identifying such groups;

o) a ranking model for projects (programs) and departmental target programs included in pilot state programs, agreed with the Ministry of Economic Development of the Russian Federation.

16. In relation to capital construction projects and real estate objects, the financial support of which was carried out within the framework of federal target programs integrated into pilot state programs, conducting a repeated integral assessment and testing for the effectiveness of using federal budget funds allocated for capital investments, conducting a public technological and a price audit of an investment project, as well as an audit of project documentation, is not required, except for the cases provided for in paragraph 21 of the Rules for conducting an audit of investment projects for the effectiveness of using federal budget funds allocated for capital investments, approved “On the procedure for auditing investment projects for efficiency of using federal budget funds allocated for capital investments", clause 55 of the Regulations on conducting a public technological and price audit of large investment projects with state participation, approved by Decree of the Government of the Russian Federation of April 30, 2013 No. 382 "On conducting a public technological and price audit large investment projects with state participation and on amendments to certain acts of the Government of the Russian Federation", and paragraph 4 of the Decree of the Government of the Russian Federation of November 12, 2016 No. 1159 "On the criteria for the economic efficiency of project documentation".

If it is necessary to conduct a repeated integral assessment and check for the effectiveness of the use of federal budget funds allocated for capital investments, documents provided for by Decree of the Government of the Russian Federation dated August 12, 2008 No. 590 “On the procedure for checking investment funds” are submitted as part of additional and supporting materials projects for the effectiveness of using federal budget funds allocated for capital investments."

Re-inspection of investment projects involving construction, reconstruction, including with elements of restoration, technical re-equipment of capital construction projects, acquisition of real estate and (or) other investments in fixed capital, the financial support of which is fully or partially provided from the federal budget, on the subject of efficient use of federal budget funds allocated for capital investments is carried out on the basis of the initial data for calculating the integral assessment and the calculation of the integral assessment carried out by the main manager of federal budget funds, who is the responsible executor, co-executor, participant in the pilot state program, performing the functions of the state customer - coordinator (state customer) of the corresponding federal target program integrated into the pilot state program.

If it is necessary to conduct a public technological and price audit (audit of project documentation), a positive conclusion on the conduct of a public technological and price audit of an investment project or a positive summary conclusion on the conduct of a public technological audit and a positive conclusion on the reliability of the estimated cost (conclusion) is presented as part of additional and supporting materials on conducting an audit of project documentation).

Responsible executors formulate a pilot state program according to the table forms developed by the Ministry of Economic Development of the Russian Federation, agreed upon with the Ministry of Finance of the Russian Federation and posted on the portal of state programs.

Additional and supporting materials are not included in the materials approved by the act of the Government of the Russian Federation.

17. If there are proposals for the implementation, within the framework of the pilot state program, of investment projects involving construction, reconstruction, including elements of restoration, technical re-equipment of capital construction projects, acquisition of real estate, the financial support of which is fully or partially provided from the federal budget, relevant decisions are made when developing a pilot state program (amending the pilot state program) in the manner prescribed for capital construction projects and real estate included in federal target programs.

III. Stages of development of pilot government programs

18. The draft pilot state program is sent by the responsible executor for approval to co-executors, the Federal State Statistics Service and the federal executive authorities responsible for the socio-economic development of priority territories, using the state program portal and on paper.

19. The Federal State Statistics Service, together with the federal executive authorities - subjects of official statistical accounting, within 5 days, considers the goals of the pilot state program, the formation of official statistical information on which is carried out in accordance with the Federal Statistical Work Plan, and the values ​​of these goals for the reporting period and submits the corresponding conclusion to the responsible executive in electronic form using the portal of state programs and on paper.

20. Agreed by the co-executors and the federal executive authorities responsible for the socio-economic development of priority territories, the draft pilot state program, together with additional and supporting materials and the conclusion of the Federal State Statistics Service, is sent by the responsible executor simultaneously for approval to the Ministry of Economic Development of the Russian Federation and the Ministry of Finance of the Russian Federation in electronic form using the portal of state programs and on paper. If the draft pilot state program is not agreed upon by co-executors and (or) federal executive authorities responsible for the socio-economic development of priority territories, minutes of conciliation meetings are attached to it in electronic form on the state program portal and on paper.

The exchange of documents containing information on the activities of federal target programs integrated into pilot state programs between the Ministry of Economic Development of the Russian Federation, the Ministry of Finance of the Russian Federation, responsible executors, co-executors and participants of the pilot state program is carried out on paper.

Submitting a draft state pilot program to the Ministry of Economic Development of the Russian Federation and the Ministry of Finance of the Russian Federation without additional and supporting materials is not permitted.

21. In case of a positive assessment of the draft state pilot program, the responsible executor submits the draft state pilot program, agreed upon with the co-executors, the Ministry of Economic Development of the Russian Federation and the Ministry of Finance of the Russian Federation, with additional and supporting materials, minutes of conciliation meetings and tables of disagreements (if any) attached. , information on taking into account the comments of the Accounts Chamber of the Russian Federation, the State Duma of the Federal Assembly of the Russian Federation and the Federation Council of the Federal Assembly of the Russian Federation, presented as part of the previous consideration of the draft pilot state program (draft changes that are made to it), the conclusion (minutes) of the public council at responsible executor, a summary of proposals based on the results of public discussion of the draft pilot state program and the conclusion of the Federal State Statistics Service to the Government of the Russian Federation.

22. Preparation of the act of the Government of the Russian Federation on approval of the pilot state program (amending it) is carried out by the responsible executor in accordance with the Regulations of the Government of the Russian Federation, approved by Decree of the Government of the Russian Federation of June 1, 2004 No. 260 “On the Regulations of the Government of the Russian Federation and Regulations on the Staff of the Government of the Russian Federation", and these Rules.

IV. Making changes to the state pilot program

23. Amendments to the pilot state program are carried out in the manner established for the development of a pilot state program.

24. Amendments to the pilot state program, providing for changes in the composition of projects (programs) and departmental target programs of the pilot state program, as well as their goals and deadlines (stages) for implementation, are carried out on the basis of an extraordinary ranking of new and ongoing projects (programs) and departmental target programs programs, taking into account the achieved results and the meaning of the goals during their implementation.

25. Amendments to pilot state programs are the basis for the preparation of a bill on amendments to the federal budget in accordance with the budget legislation of the Russian Federation.

26. If the pilot state program provides for the provision of subsidies from the federal budget to the budgets of the constituent entities of the Russian Federation, the development of a draft act of the Government of the Russian Federation on amendments to the pilot state program, providing only for the addition of the pilot state program with an annex containing the rules for the provision of subsidies from the federal budget to the budgets of the constituent entities of the Russian Federation, or amendments to the specified application are carried out by the responsible executor with the participation of the corresponding main manager of federal budget funds in agreement with the interested federal executive authorities in compliance with the Rules for the formation, provision and distribution of subsidies from the federal budget to the budgets of the constituent entities of the Russian Federation, approved by the Decree of the Government of the Russian Federation Federation of September 30, 2014 No. 999 “On the formation, provision and distribution of subsidies from the federal budget to the budgets of the constituent entities of the Russian Federation.”

The subject of approval by the interested federal executive authorities when considering the draft act of the Government of the Russian Federation specified in paragraph one of this paragraph is only the rules for the provision of subsidies from the federal budget to the budgets of the constituent entities of the Russian Federation or changes that are made to them. In this case, comments on other provisions of the pilot state program are not submitted.

27. In the event of amendments to the pilot state program, providing for changes in the list of capital construction projects, activities (enlarged investment projects) and (or) real estate objects included (to be included) in the federal targeted investment program, the responsible executor prepares a draft Government act of the Russian Federation on amendments to the pilot state program in agreement with the interested federal executive authorities, as well as with the Ministry of Economic Development of the Russian Federation and the Ministry of Finance of the Russian Federation.

The subject of approval by the interested federal executive authorities when considering the draft act of the Government of the Russian Federation, specified in paragraph one of this paragraph, are only changes that are made to the list of capital construction projects, activities (enlarged investment projects) and (or) real estate objects included ( subject to inclusion) in the federal targeted investment program. In this case, comments on other provisions of the pilot state program are not submitted.

V. Financial support for the implementation of pilot state programs

28. When forming the goals of the pilot state program, projects (programs) and departmental target programs included in the pilot state program, the volumes of relevant financial resources are taken into account, including the budgets of the budgetary system of the Russian Federation, extra-budgetary sources, as well as other government policy instruments affecting achieving the goals of the pilot state program.

29. At the stage of development (amending) a pilot state program, in order to determine the list of projects (programs) and departmental target programs necessary and sufficient to ensure the achievement of the goals of the pilot state program, the responsible executive carries out ranking of projects (programs) and departmental target programs based on models for ranking projects (programs) and departmental target programs implemented as part of a pilot state program (hereinafter referred to as the ranking model).

The ranking model is developed and approved by the responsible executive in accordance with methodological recommendations for ranking projects (programs) and departmental target programs, taking into account the assessment of the achievement of the goals of pilot state programs, approved by the Ministry of Economic Development of the Russian Federation.

The ranking model is subject to approval by the Ministry of Economic Development of the Russian Federation.

The ranking model is a model that allows you to determine the value of projects (programs) and departmental target programs in achieving the goals of the pilot state program, taking into account the cost of their implementation and existing potential risks, and which is a tool for supporting the adoption of informed, balanced management decisions on the selection of projects (programs) ) and departmental target programs of the pilot state program.

Ranking consists of prioritizing by the responsible executor projects (programs) and departmental target programs that ensure the achievement of the goals of the pilot state program based on the application of criteria of value and feasibility (for projects), allowing to determine the significance of projects (programs) and departmental target programs relative to each other, as well as their contribution to achieving the goals of the pilot state program.

The ranking results are subject to approval by the Ministry of Economic Development of the Russian Federation.

30. The ranking includes projects (programs) for which project (programme) passports have been approved (approved), departmental target programs and (or) projects of departmental target programs, in respect of which a decision has been made on their preliminary approval.

Approval (approval) of priority projects (programs) is carried out in accordance with the Decree of the Government of the Russian Federation of October 15, 2016 No. 1050 “On the organization of project activities in the Government of the Russian Federation”.

Approval (approval) of departmental projects (programs) is carried out by the federal executive body in agreement with the Ministry of Economic Development of the Russian Federation and the Ministry of Finance of the Russian Federation.

Approval (approval) of departmental inter-program projects (programs) is carried out by the federal executive body in agreement with the Ministry of Economic Development of the Russian Federation, the Ministry of Finance of the Russian Federation and the federal executive bodies that are executors and co-executors of individual activities of departmental inter-program projects (programs).

Approval of departmental target programs is carried out in accordance with Decree of the Government of the Russian Federation dated April 19, 2005 No. 239 “On approval of the Regulations on the development, approval and implementation of departmental target programs”.

Decisions on the preliminary approval of draft departmental target programs are made by the heads of federal executive bodies (federal state bodies or organizations) that are the developers of departmental target programs, in the manner established for the approval of departmental target programs.

31. Based on the results of ranking projects (programs) and departmental target programs of the pilot state program, taking into account the assessment of the achievement of the goals of the pilot state programs, agreed with the Ministry of Economic Development of the Russian Federation, responsible executors formulate proposals for the structure (change of structure) and financial support for the implementation of the pilot state program programs in the next financial year and planning period, which are taken into account when forming the maximum volumes of budgetary allocations of the federal budget and the budgets of state extra-budgetary funds of the Russian Federation for the implementation of the pilot state program.

Projects (programs) and departmental target programs cannot be included in these proposals without prior ranking.

Changes to the list of target items of federal budget expenditure proposed by the main managers of federal budget funds must correspond to the structure of the approved pilot state program or the structure of the pilot state program, taking into account the proposals specified in paragraph one of this paragraph, agreed with the Ministry of Economic Development of the Russian Federation.

Review and approval (preparation of a reasoned refusal to approve) proposed changes to the list of target items of federal budget expenditures are carried out by the Ministry of Economic Development of the Russian Federation no later than the working day following the day the said proposals are received by the Ministry. If such a decision is not submitted within the specified period to the relevant main manager of federal budget funds and to the Ministry of Finance of the Russian Federation, the proposal is considered approved by the Ministry of Economic Development of the Russian Federation.

32. The ranking of projects (programs) and departmental target programs is carried out annually, before the formation of proposals specified in paragraph 31 of these Rules. Both new projects (programs) and departmental target programs, as well as those implemented as part of a pilot state program, are subject to annual ranking. Implemented projects (programs) and departmental target programs are subject to ranking taking into account the current assessment of their significance in achieving the goals of the pilot state program, formed on the basis of the results achieved and the values ​​of the goals during their implementation.

33. The Ministry of Economic Development of the Russian Federation carries out an examination of the proposals specified in paragraph 31 of these Rules, in terms of assessing the need and sufficiency of a set of projects (programs) and departmental target programs to achieve the goals of the pilot state program, as well as in terms of assessing the necessary volumes of financial support for account of budgetary allocations of the federal budget and the budgets of state extra-budgetary funds of the Russian Federation for the implementation of the pilot state program and prepares a corresponding conclusion.

34. Planning of budgetary allocations for the implementation of pilot state programs in the next financial year and planning period is carried out in accordance with regulatory legal acts governing the procedure for drawing up the draft federal budget and draft budgets of state extra-budgetary funds of the Russian Federation for the next financial year and planning period, acts defining issues of planning budget allocations, and these Rules, taking into account the results of the implementation of pilot state programs for the previous year.

VI. Management and control of the implementation of pilot state programs

35. The procedure for managing the implementation of the pilot state program, including the procedure for interaction of the responsible executor with co-executors, participants and managers of projects (programs) included in the pilot state program, is approved by the responsible executor taking into account the Decree of the Government of the Russian Federation dated October 15, 2016 No. 1050 " On the organization of project activities in the Government of the Russian Federation."

At the same time, general coordination of the implementation of the pilot state program is carried out by the departmental coordination body of the responsible executor.

The head of the pilot state program is appointed by the head of the federal executive body or organization that is the responsible executor, from among his deputies.

The head of the pilot state program manages the implementation of the pilot state program.

Administration of the implementation of the pilot state program is carried out by the departmental project office of the responsible executor.

The responsible executor has the right to transfer powers for the ongoing support of the implementation of the activities of the federal target program, integrated into the pilot state program, to the directorate previously created in accordance with the established procedure for the purpose of ongoing management of the implementation of the specified federal target program.

36. The responsible executive creates a working group for the implementation of the pilot state program, which includes representatives of co-executors and participants of the pilot state program, managers of projects (programs) included in the pilot state program, as well as representatives of the directorate specified in paragraph 35 of these Rules (if any ).

The regulations on the procedure for the formation and work of the working group are approved by the responsible person.

37. The implementation of departmental target programs, projects (programs) and individual activities of inter-program projects (programs) provided for by the pilot state program is carried out in accordance with Decree of the Government of the Russian Federation dated April 19, 2005 No. 239 “On approval of the Regulations on the development, approval and implementation of departmental target programs" and the Decree of the Government of the Russian Federation of October 15, 2016 No. 1050 "On the organization of project activities in the Government of the Russian Federation."

38. In order to control the implementation of pilot state programs, the Ministry of Economic Development of the Russian Federation on an ongoing basis monitors the implementation of pilot state programs by responsible executors, co-executors, participants and managers of projects (programs) implemented as part of the pilot state program.

39. In order to monitor the implementation of pilot state programs, a plan for monitoring the implementation of the pilot state program is formed, which includes key control points approved in the passports of projects (programs), control points necessary for monitoring the progress of implementation of departmental target programs, as well as control points necessary to monitor progress in achieving the goals of the pilot state program and formulate a forecast for their achievement during the calendar year of its implementation.

A draft plan for monitoring the implementation of the pilot state program is developed on the portal of state programs and approved by the responsible executive together with the Ministry of Economic Development of the Russian Federation within 30 days after the Government of the Russian Federation approves the pilot state program.

40. The Ministry of Economic Development of the Russian Federation quarterly, before the 1st day of the 2nd month following the reporting quarter, sends to the Government of the Russian Federation a quarterly report on the completion of the most significant control points included in the monitoring plans for the implementation of pilot state programs, as well as a forecast achieving the goals of pilot government programs and proposing the necessary solutions to achieve them.

41. Coordination of monitoring the implementation of pilot state programs and consideration of the results of such monitoring are carried out by the Deputy Prime Ministers of the Russian Federation in accordance with the distribution of responsibilities.

The results of monitoring the implementation of pilot state programs, including the forecast for achieving goals for the coming year of their implementation, are, if necessary, considered at a meeting of the Government of the Russian Federation.

42. An annual report on the progress of implementation of the pilot state program and on the assessment of its effectiveness (hereinafter referred to as the annual report) is prepared by the responsible executor together with co-executors and participants of the pilot state program.

Participants in the pilot state program provide the co-executor with information for the preparation of an annual report by February 10 (updated information by April 1) of the year following the reporting year. Co-executors of the pilot state program provide the responsible executor with information for the preparation of the annual report by February 20 (updated information by April 7) of the year following the reporting one.

The annual report is prepared using the government programs portal within the deadlines established for the submission of the annual report.

The annual report is submitted by the responsible executive before March 1 (updated annual report - before April 25) of the year following the reporting year to the Government of the Russian Federation, the Ministry of Economic Development of the Russian Federation and the Ministry of Finance of the Russian Federation on paper and is posted electronically on the portal of state programs , with the exception of information classified as state secrets and confidential information.

43. The annual report contains:

a) information on the achievement of the goals of the pilot state program for the reporting period, as well as the forecast for achieving the goals of the pilot state program for the coming year and based on the results of its implementation as a whole;

b) a list of control points passed and not passed (indicating the reasons) within the established time frame in accordance with the monitoring plan for the implementation of the pilot state program;

c) information about projects (programs), departmental target programs and individual activities of inter-program projects (programs), the implementation of which is carried out in violation of the established parameters and deadlines;

d) analysis of factors that influenced the implementation of the pilot state program;

e) data on the use of budget allocations and other funds for the implementation of the pilot state program;

f) information on changes made by the responsible executive to the pilot state program;

g) proposals to reduce (increase) funding and (or) adjust, early terminate projects (programs), departmental target programs, individual activities of inter-program projects (programs) or the pilot state program as a whole.

44. The form of the annual report is approved by the Ministry of Economic Development of the Russian Federation in agreement with the Ministry of Finance of the Russian Federation.

45. The Ministry of Economic Development of the Russian Federation and the Ministry of Finance of the Russian Federation, within 15 days from the date of receipt of the annual report from the responsible executor, send their conclusions to the Government of the Russian Federation.

46. ​​The report of the responsible executive on the progress of implementation of the pilot state program, if necessary, is heard at a meeting of the Government of the Russian Federation in accordance with the decision of the Government of the Russian Federation.

47. The responsible executor sends, within a month before the date of consideration by the Government of the Russian Federation of the report specified in paragraph 46 of these Rules, the relevant materials to the Government of the Russian Federation, the Ministry of Economic Development of the Russian Federation and the Ministry of Finance of the Russian Federation on paper and posts them in electronic form on the portal of state programs, with the exception of information classified as state secrets and confidential information.

The Ministry of Economic Development of the Russian Federation and the Ministry of Finance of the Russian Federation no later than 14 days before the day of consideration of the report specified in paragraph 46 of these Rules, submit to the Government of the Russian Federation conclusions on the materials of the responsible executor. The conclusions contain, among other things, information on the achievement of the goals of pilot state programs in the reporting period and a forecast for achieving the goals of pilot state programs in the planning period, as well as proposals for the necessary solutions to achieve them.

48. Information on cash expenditures of the federal budget for the implementation of pilot state programs is submitted by the Ministry of Finance of the Russian Federation before April 20 (preliminary information - before February 20) of the year following the reporting year to the Ministry of Economic Development of the Russian Federation and responsible executors.

The federal executive body that coordinates the activities of the state extra-budgetary fund of the Russian Federation, before April 20 (preliminary information - before March 1) of the year following the reporting year, submits to the Ministry of Economic Development of the Russian Federation and responsible executives information on cash expenditures of the budget of the corresponding state extra-budgetary fund Russian Federation for the implementation of pilot state programs.

49. The Ministry of Economic Development of the Russian Federation, before April 1 of the year following the reporting year, develops and sends to the Government Commission on Optimization and Increasing the Efficiency of Budget Expenditures and to the Ministry of Finance of the Russian Federation a consolidated annual report on the progress of implementation of pilot state programs and on assessing their effectiveness , generated on the basis of annual reports and preliminary information on the cash execution of the federal budget (budgets of state extra-budgetary funds of the Russian Federation) for the reporting year.

The assessment of the effectiveness of pilot state programs is carried out in accordance with methodological recommendations for its implementation, approved by the Ministry of Economic Development of the Russian Federation, and is carried out on the basis of information on the achievement of the goals of pilot state programs, taking into account the passage of control points included in the monitoring plans for the implementation of pilot state programs and project implementation (programs), individual activities of inter-program projects (programs) and departmental target programs, as well as information on cash expenditures of the federal budget and the budgets of state extra-budgetary funds of the Russian Federation for the implementation of pilot state programs.

50. A consolidated annual report on the progress of the implementation of pilot state programs and on the assessment of their effectiveness, formed on the basis of updated annual reports and final information on the cash execution of the federal budget (budgets of state extra-budgetary funds of the Russian Federation) for the reporting year, is developed and sent by the Ministry of Economic Development of the Russian Federation Federation until May 10 of the year following the reporting one to the Ministry of Finance of the Russian Federation for inclusion in the annual reporting on the execution of the federal budget, and before May 12 of the year following the reporting one - to the Government of the Russian Federation.

The consolidated annual report on the progress of implementation of pilot state programs and on the assessment of their effectiveness is generated electronically on the portal of state programs based on data entered by responsible executors, as well as information from the Ministry of Finance of the Russian Federation on cash expenditures of the federal budget for the implementation of pilot state programs and contains:

information on the achievement of the goals of pilot state programs for the reporting period, a forecast for achieving the goals of pilot state programs in the planning period and based on the results of implementation as a whole, as well as proposals for the necessary solutions to achieve them;

information on cash expenditures of the federal budget and the budgets of state extra-budgetary funds of the Russian Federation for the implementation of pilot state programs;

assessment of the activities of responsible executives in relation to the implementation of pilot state programs, including assessment of the management of existing deviations in the implementation of the pilot state program from the planned level;

assessing the effectiveness of the pilot state program;

if necessary - proposals to reduce (increase) funding and (or) adjustments, early termination of projects (programs), departmental target programs, individual activities of inter-program projects (programs) or the pilot state program as a whole, as well as the start of the implementation of new projects ( programs), departmental target programs and (or) individual activities of inter-program projects (programs).

The consolidated annual report on the progress of the implementation of pilot state programs and on the assessment of their effectiveness, formed on the basis of annual reports and preliminary information on the cash execution of the federal budget (budgets of state extra-budgetary funds of the Russian Federation) for the reporting year, is considered by the Government Commission on Optimization and Increasing the Efficiency of Budgetary Funds expenses.

The consolidated annual report on the progress of the implementation of pilot state programs and on the assessment of their effectiveness, formed on the basis of updated annual reports and final information on the cash execution of the federal budget (budgets of state non-budgetary funds of the Russian Federation) for the reporting year, is considered at a meeting of the Government of the Russian Federation simultaneously with the annual reporting on the execution of the federal budget.

The consolidated annual report on the progress of implementation of pilot state programs and on the assessment of their effectiveness is presented as part of the consolidated annual report on the progress of implementation and assessment of the effectiveness of state programs, provided for by the Procedure for the development, implementation and assessment of the effectiveness of state programs of the Russian Federation, approved by the Decree of the Government of the Russian Federation of August 2 2010 No. 588 "On approval of the Procedure for the development, implementation and evaluation of the effectiveness of state programs of the Russian Federation."

51. The annual report must be posted on the official website of the responsible executor on the Internet.

The consolidated annual report on the progress of implementation of pilot state programs and on the assessment of their effectiveness is subject to posting on the official website of the Government of the Russian Federation on the Internet.

VII. Powers of the responsible executor, manager, co-executors and participants of the pilot state program

52. Responsible executor:

a) carries out the development and organizes the implementation of the pilot state program, monitors the implementation of the pilot state program on an ongoing basis, prepares proposals for amendments to the pilot state program in accordance with these Rules and is responsible for achieving the goals of the pilot state program;

b) approves the act regulating the management of the implementation of the pilot state program;

c) approves, in agreement with the Ministry of Economic Development of the Russian Federation, the ranking model;

d) carries out ranking of projects (programs) and departmental target programs implemented as part of a pilot state program, and also coordinates the ranking results with the Ministry of Economic Development of the Russian Federation;

e) sends proposals on changing the structure of the pilot state program and on financial support for its implementation in the next financial year and planning period to the Ministry of Economic Development of the Russian Federation and the Ministry of Finance of the Russian Federation;

f) provides, at the request of the Ministry of Economic Development of the Russian Federation and the Ministry of Finance of the Russian Federation, the information necessary to monitor the implementation of the pilot state program;

g) conducts an assessment of the effectiveness of the activities of the pilot state program;

h) requests from co-executors and participants of the pilot state program the information necessary to assess the effectiveness of the pilot state program and prepare an annual report;

i) prepares an annual report and submits it to the Ministry of Economic Development of the Russian Federation, the Ministry of Finance of the Russian Federation and the Government of the Russian Federation;

j) performs other functions provided for by these Rules.

53. Head of the pilot state program:

a) organizes the development and implementation of a pilot state program;

b) ensures interaction with federal executive authorities, other bodies and organizations that are co-executors and participants in the pilot state program, in order to ensure the achievement of the goals of the pilot state program;

c) ensures the preparation of an act regulating the management of the implementation of the pilot state program;

d) leads the working group for the implementation of the pilot state program;

e) ensures the development and timely updating of a monitoring plan for the implementation of the pilot state program;

f) ensures the submission of reporting during the implementation of the pilot state program;

g) performs other functions on behalf of the responsible executor.

54. Co-executors of the pilot state program:

a) ensure coordination of the draft state pilot program with the participants of the pilot state program regarding individual activities of inter-program projects (programs) and departmental target programs in the implementation of which their participation is expected;

b) ensure the implementation of projects (programs) and departmental target programs included in the pilot state program;

c) request from participants of the pilot state program the information necessary to prepare responses to requests from the responsible executive, as well as information necessary to assess the effectiveness of the pilot state program and prepare an annual report;

d) provide, within the prescribed period, the necessary information to the responsible executive for preparing responses to requests from the Ministry of Economic Development of the Russian Federation and the Ministry of Finance of the Russian Federation;

e) provide the responsible executive with the information necessary to assess the effectiveness of the pilot state program and prepare an annual report;

f) perform other functions provided for by these Rules.

55. Participants in the pilot state program:

a) ensure the implementation of individual activities of priority projects (programs), departmental projects (programs), interprogram projects (programs) and departmental target programs in the implementation of which their participation is expected;

b) provide the responsible executor and co-executor with the information necessary to monitor the implementation of the pilot state program and evaluate its effectiveness;

c) perform other functions provided for by these Rules.

56. The responsible executor, co-executors and participants of the pilot state program provide, at the request of the Ministry of Economic Development of the Russian Federation and the Ministry of Finance of the Russian Federation, additional (clarified) information on the progress of implementation of the pilot state program.
