State policy of combating drug addiction Executed by: life safety teacher of the Municipal Educational Institution “Secondary School 5 named after V. Khomyakova” Savostin G.P. At the beginning of the 20th century

The world community cannot tolerate such a negative phenomenon as drug trafficking, which is why international efforts to combat it have been directed since the beginning of the twentieth century. On the eve of the First World War (in 1912), the International Convention on Matters Connected with the Opium Trade was concluded, and in 1931 it was replaced by a new Convention that limited and regulated the worldwide production and distribution of medicines containing narcotic substances.

After World War II, the United Nations took the initiative to combat illegal businesses. In 1961, the UN Convention on Intoxicating Substances was approved. In 1971, the Convention on Psychotropic Drugs was adopted, which significantly expands the scope of international control over the list of synthetic drugs. This document has been ratified by more than 140 states. In 1988, the UN Conference on Combating Illegal Traffic in Narcotic and Psychotropic Substances was convened in Vienna. The conference ended with the unanimous adoption of the text of an international treaty, which is known throughout the world as the Vienna Convention. Most countries on the planet have joined this convention, including such suppliers of narcotic substances as Africa, Afghanistan, Pakistan, India, Iran, Myanmar, Bolivia, Colombia, etc.

At the international level, cooperation in the fight against drug trafficking is carried out within the framework of the UN, its special bodies and institutions, primarily the Economic and Social Council (ECOSOR), the World Health Organization (WHO), the Food and Agriculture Organization (FAO), and the International Maritime Organization (IMO), International Civil Aviation Organization (ICAO), International Labor Organization (ILO) and some others.

A significant contribution to the formation of an international legal framework for cooperation between states, to the organization and holding of international forums and special sessions of the UN General Assembly on combating drug abuse, was made by the UN Commission on Narcotic Drugs and the International Narcotics Control Board.

Conclusion: today we can talk about the integrity of the existing system of international legal regulation of the circulation of substances often used in the illicit manufacture of drugs, which is primarily designed to ensure the formation of control measures applied at the national level.

A full-fledged regulatory framework has been formed that defines international standards for legal and illegal drug trafficking. Many countries around the world, concluding bilateral agreements on cooperation between law enforcement agencies, primarily provide for cooperation in the fight against organized crime and drug trafficking. The UN has become the starting point for the development of international cooperation through the extension of mandatory control measures to sources of narcotic raw materials. UN bodies and agencies have made a huge contribution to cooperation between states on drug control.

(VOVworld) - After serving as a member of the UN Human Rights Council from 2014-2016, Vietnam is once again standing as one of the seven members of the International Law Commission for the 2017-2021 period representing the Asia-Pacific region. This shows that Vietnam is ready to make greater contributions to the world body.

Vietnam's candidate for membership in the International Law Commission for 2017-2021 is the country's Ambassador to Kuwait, Doctor of Science, Associate Professor Nguyen Hong Thao. He is an international law expert who has served as Deputy Chairman of the State Border Committee, head of the delegation to negotiate border agreements with Vietnam's neighboring countries, and legal advisor on the 2012 Vietnam Maritime Bill. He has been working in the field of international law and diplomatic legislation for 40 years.

The UN International Law Commission is the most authoritative international legal forum

The UN International Law Commission was established in 1946. Its objectives are the codification and progressive development of international law. The Commission plays a very important role in the development of international covenants, putting forward initiatives and issuing instructions on the application of international law. She also authored the 1958 UN Convention on the Law of the Sea and concepts that are currently applied in the implementation of the 1982 Convention on the Law of the Sea and several other international covenants. The Commission consists of 34 people who are elected by the UN General Assembly for a period of 5 years based on the principle of geographical distribution. The Asia-Pacific Group of States consists of 7 seats. Candidates for its membership are predominantly well-known professors, diplomats and lawyers who have practical experience in the fields of teaching and international law. Like other legal bodies, the International Law Commission acts objectively and pays attention to the interests of all countries in the world.

Membership in the Commission is open to all UN member states, each of which is elected by an absolute majority of the members of the General Assembly by direct secret ballot.

Vietnam is carefully preparing for the election campaign

The election campaign for membership in the International Law Commission officially began in February of this year after the Vietnamese mission to the UN, the World Trade Organization and other international organizations in Geneva sent notes to the diplomatic missions of member countries in which the Vietnamese ambassador, Doctor of Science, was represented , Associate Professor Nguyen Hong Thao as a candidate for the above-mentioned post. According to Ambassador Nguyen Hong Thao, being a candidate member of the UN International Law Commission is a great honor and responsibility for him: “At the moment, Vietnam has decided to put forward its candidacy because, first of all, it corresponds to the foreign policy course of the Party and the State of the country to implement international integration not only in the economic, socio-cultural spheres, but also in the legal sphere. This is also a wise decision of the Party and State of Vietnam. Of course, in the future our country will take part in the work of other international legal bodies.”

The Vietnamese diplomat said that if elected as a member of the International Law Commission, he would give priority to certain issues relevant to the reality in the Asia-Pacific region, developing countries in Asia and Africa, as well as other issues of interest to the Commission, in particular respect for the rule of law in international life, peaceful overcoming of emerging disagreements between states: “International legal and jurisdictional bodies must place the rule of law above all else. The International Law Commission is tasked with the codification and progressive development of international law. In all cases, our country wishes to share experience and express opinions on resolving issues arising in the field of international law, as well as transfer the accumulated experience to other countries within the framework of international law. This is a contribution at the international level that has an impact on all states, not just one.”

Vietnam has a responsibility not only to the nation, but also to the international community

The world is undergoing great changes, countries are faced with traditional and non-traditional problems, such as armed conflicts, the migration crisis, crimes against humanity, terrorist attacks, climate change... In such a situation, the states of the world must find a common language for the codification and progressive development of international law , since legislation itself must be used as a tool for effectively managing the new world order.

It is clear that Vietnam has experience in dealing with challenges and difficulties, having repeatedly fought for peace, security, the eradication of hunger and poverty and sustainable development. In particular, over the years, Vietnam has successfully fulfilled the role of a non-permanent member of the UN Security Council and has taken up positions in many international organizations. All these achievements have been highly appreciated by the international community. The current Secretary General of ASEAN is a citizen of Vietnam. For now, our country is putting forward its candidacy for membership in the International Law Commission and is preparing to nominate a candidacy for the post of Director General of UNESCO. This proves that Vietnam is confident in its ability to carry out its responsibilities both at the national and international levels.

Lesson topic:"Drug Addiction Prevention".

^ Lesson goal: consider basic measures to prevent drug addiction.

  1. Presentation of program material.

The state and society turned out to be unprepared to counteract the massive use of drugs by the youth of our country. A special youth drug subculture has formed in the country, in which drug use is acceptable, as well as their overt and covert propaganda.

A well-established criminal mechanism for the distribution of drugs has been formed - narcotism.

Narcotism – is a complex social system in which:

  • Illegal drug trafficking is well established (cultivation, procurement and processing of natural raw materials, production of synthetic drugs, sale of drug products);

  • a system of ideological support for the drug business and processing the consciousness of young people has been formed in order to involve more and more groups of young people into the number of drug users;

  • organized criminal groups protecting the drug business and drug mafia.
In this situation, in the entire complex of the fight against drug addiction, the first place comes to drug addiction prevention. But it should be emphasized that individual prevention, i.e., the formation of aversion to drugs, should be carried out independently by every person, every citizen, every schoolchild.

Remember!

It is easier to prevent any disease than to treat it. This especially applies to drug addiction.

So far, according to experts, no treatment provides a 100% guarantee of getting rid of drug addiction, and from a financial point of view, it can bring almost any family to the brink of poverty.

Prevention of drug addiction is no longer useful for those who use drugs; they need practical measures to help them overcome drug addiction.

In this section we will talk about self-prevention, instilling in each student a categorical rejection of drugs in any life situations.

It should be noted that each person, consciously or unconsciously, taking into account the consequences or not, makes the decision to use drugs individually.

Therefore, the method proposed by the authors for each person to form a negative attitude towards drugs is to self-cultivate the belief of drug aversion, which is based on a conscious, balanced and thoughtful decision. To implement such a decision, the authors propose to take three categorical unambiguous statements as a basis.

Statement 1

Drug addiction is a social disease, practically incurable, to which a person exposes himself voluntarily by starting to use drugs.

To support this, let us give two examples from real life.

^ Example one. In the United States of America in the 90s. In the 20th century, about $60 billion a year was spent on the entire range of measures to combat drug addiction (including the treatment of drug addicts). But even with such enormous costs, the number of drug addicts is not decreasing; According to analytical services (US government statistics bodies), the reduction occurred mainly due to the mortality rate of chronically ill patients with this disease. This means that the extensive program to combat drug addiction has not yielded results and is still far from the desired result.

^ Example two. From Galina Klesova’s article “I didn’t save my son... Confession of a mother of a drug addict”:

“Yura did not live to be 30 years old. He was dying in a hotel room in a provincial town, known to the police as a major drug distribution center. Yes, my son was a drug addict.

For almost ten years, my father and I tried to treat him, but it was of little use.

We tried to understand whether it was our fault in what happened to our son, where we overlooked him. Yura grew up nimble and hooligan. Every now and then problems arose at school. And the main thing is the reluctance to learn. Everything that was done through painstaking daily labor seemed boring and unbearably routine to him. He dropped out of school before his final exams. Our personal example in favor of education (my father is a Doctor of Chemical Sciences, I am a Candidate of Sciences) was unconvincing for him.

By nature he was sociable, cheerful, and easily got along with people. But at the same time he had very low self-esteem. Logically, why should it be different? No education, no career. And he felt very lonely, we became convinced of this when his diaries were found after the death of his son.

He wanted to be the life of the party, a person indispensable to friends, a dandy who wasted money. But there was not enough money to fulfill the dream of a festive life. And things began to disappear in the house, books, cassettes, jewelry. Then they began to disappear from the houses of friends and close relatives. My son was tried for stealing tires from someone else's country garage and sent to chemical treatment. He served only a short time. We repent, my father and I returned him to freedom a year later for a bribe.

We don't know when he first tried drugs. Never mind. It is important that drug addicts almost always claim that they do not have any dependence on drugs, that they can always give them up if they just want to, but alas... The drug takes control of the mind and body so quickly that it very soon subjugates the person’s will. And the patient has only one thought in his head: where can he get money to buy a dose? The resourcefulness of a drug addict's mind knows no bounds. Masterly lies, forgery, deception, theft - all means are good to achieve the desired goal. Once he stole my gold jewelry, another time he stole money from the cash register at work, which he seemed to value.

From snorting cocaine, Yura soon switched to heroin. From a handsome, thin boy, Yura turned into a plump man of unknown age, his metabolism was disrupted, he was constantly sick, he was tormented by constant insomnia and pain throughout his body.

We treated him in Israel, with psychics in Sochi, went through the American “12 Steps” program for getting rid of drug addiction, turned to the church, attended paid seminars, and worked individually with a psychotherapist. In vain. Thousands of dollars went into this. There was no pity for the money, only pity for the hopes that were desperately melting away.

In one of the central newspapers we read about a Moscow institute where psychologist V. literally reshapes the consciousness of a drug addict, relieving him of the painful urge to inject himself. They wrote that the treatment was free. We rushed for salvation. Seeing our desperate situation, the director of the institute and the lawyer accepted us and offered to pay for Yura’s treatment... 25 thousand dollars, registering it as a charitable contribution. We hesitated, but the institute promised a 100% cure. We decided to sell the apartment. The “brilliant” psychologist talked with Yura only five times...

The pathologist said that the son died of cerebral edema. This happens from an overdose, when the body poisoned by the drug is no longer able to push it out of itself. No one returned the money we paid for the guaranteed treatment, and no one from this institute wanted to talk to us anymore...

Maybe our tragedy will make someone stop in time? The drug Moloch consumes millions of young lives every year. Will the state really not find the strength to strangle him?”

Of course, there is a chance to recover from drug addiction, but not everyone will get a lucky ticket. In order not to deceive ourselves with illusory hopes, let’s accept (with minor errors) as the truth: drug addiction is a practically incurable disease.

This is the first reason to think deeply before deciding to try a drug.

Statement 2

It has been established that after a person becomes a drug addict, he lives from 5 to 10 years. No more! The vast majority of drug addicts do not live to see 30 years of age.

The development of drug addiction has certain stages. The duration of these stages depends on the substance taken (the degree of its drug addiction), the age of the drug addict, the characteristics of his body and state of health.

Usually there are three stages of the disease, but it begins with the first stage. Some time after taking a narcotic substance, sometimes after the first try, an individual mental dependence on the drug develops, when a person (teenager) begins to take drugs not for company, but to satisfy an individual need. Individual mental dependence is the beginning of a disease – drug addiction. This can be judged by the painful desire to take the drug, persistent tossing, searching for where to get the drug, and the need for a constant high (state of euphoria). /Euphoria is a state when a person is in a painfully elevated, unreasonably joyful mood./ Mental morbid addiction is almost impossible to neutralize.

The tragedy of drug addicts is that they become dependent on drugs, and therefore dependent on drug dealers. Drug addiction leads to physical, moral and social degradation, and in forms that are difficult for a normal person to imagine. Drug addiction deprives a person of his human qualities.

This is the second reason to think deeply before deciding to try a drug.

The life expectancy of a person leading a healthy lifestyle is 70-80 years or more, for a drug addict – 30 years. And what kind of life is this?

Let's put it this way: each person will leave for another world in due time; but why rush there in such a hurry, depriving yourself of all the joys of life, for the sake of dubious pleasure in a short-term drug intoxication?

The artistic director of the Lycedei Theater Leonid Leikin said this very precisely: “Drugs are bullshit. There is so much good and buzz in the world that no drug can compare with it.”

^ Statement 3 (main)

The disease of drug addiction begins with the first try of a drug. There are rare exceptions when it’s not the first one. But is it worth gambling with life: at what test will I become mentally dependent?

In order for you to form a stable and categorical rejection of drug use, you must accept as an undeniable truth: drug addiction begins to form from the first try. Then the drug addiction prevention strategy is clearly defined - prevention of the first test. Each of you must convince yourself: if you tried a drug, you signed your own death warrant, there is no turning back.

This is the third reason to think and deeply analyze the situation about where you can be caught in a trap, giving you the opportunity to try a drug.

For this purpose, drug traffickers have developed and widely use a unique tactic of drawing the uninitiated into the network. This could be at school, in the entrance of a house, or in places where teenagers gather. At first, drugs are sold at ultra-low, symbolic prices in order to introduce as many children as possible to them. Then the price, of course, goes up, and the gullible buyer gets caught in the drug traffickers' web.

Almost free distribution of drugs (but only at the first stage, for the first try) is now widely used to draw teenagers into a drug whirlpool, from which many of them are unable to get out. Drugs have become an indispensable attribute of youth evenings, concerts of popular artists, music groups and discos.

Why are drugs so often offered at discos? Surely, because in the atmosphere of fun that reigns around, the sense of danger somehow dulls. And drug dealers take advantage of the psychological peculiarity of the newcomer: he cannot believe (even if he first came here with a certain prejudice) that some kind of disaster could happen in such a beautiful environment. It is for them, the inexperienced, that the drug is intended for cheap. And the regulars are already paying in full, and not only with money, but also with their health.

For those whom we convince that taking a drug is incompatible with human life and health, we will repeat once again that the main danger of becoming a drug addict lies in the desire (out of curiosity, for company or for another reason) to try a drug for the first time.

^ Everyone should know this

  • Before you buy and try a drug, think: why do you need it? Remember what the first drug try in your life can lead to. Develop a firm conviction in yourself: to any narcotic substances, in any dose, no matter how small, in any environment (at school, in the entrance of a house, at a disco), in any company, “No” and only “No”!!!

  • Let’s say, due to circumstances, a drug ends up in your hands. Be courageous and firm, don’t be lazy and take him to the toilet. God forbid you give it to a friend or acquaintance!

  • Remember: drug dealers are cunning and cunning. They can lie in wait for you at school, at a disco, even in the entrance of your house. They are enemies! Be carefull!

  • The temptation when offered to try a drug is great. Don't be shy and soft. Remember: if you resist taking your first drug, you are fighting for your life.

  • Remember also: you are not alone in this fight. If you are forced to try drugs, you must refuse in any way: the law is on your side. Remember Article 230 of the Criminal Code of the Russian Federation: “Inducement to consume drugs is punishable by imprisonment for a term of two to five years.”

  • You need to tell your parents and teacher about those who pester you with an offer to try drugs. Finally, you can call the police on 02 and inform law enforcement agencies about this.

We really hope that many of you realize the harmfulness of drug addiction for your personal well-being and for the national security of Russia and that you will take all the measures you can to avoid falling into the networks of drug dealers and not starting to use drugs.

Life is both short and beautiful. You need to live it to the fullest extent of your human capabilities - spiritual and physical.

Remember! Drug dealers only want money and have absolutely no interest in your health or the tragic consequences of drug use. Don’t fall into the deadly trap; don’t believe anyone who claims that you can recover from drug addiction if you want. It's a lie! Never try to try. Life is more valuable than any experiments with drugs. Don’t fall into the deadly trap; don’t believe anyone who claims that you can recover from drug addiction if you want. It's a lie! Belarus at the UN. Belarus, a sovereign state, in this capacity takes an active part in the life of the world community.

From the first years of its existence, in its foreign policy activities, Belarus, together with the entire country, has been steadily pursuing Lenin’s peace policy, advocating strengthening the security of peoples, and the development of international cooperation. Its international activities became especially intensified with its entry into the United Nations. The United Nations Conference, held in April 1945 in San Francisco, invited Ukraine and Belarus, taking into account the contribution of their peoples to the common victory over fascism, to become founding members of the UN. Belarus fulfills its duties as a member of this most authoritative organization with dignity.

It participates in the work of more than 70 international organizations and bodies of the UN system for industrial development UNIDO, education, culture and science UNESCO, International Labor Organization ITF, International Atomic Energy Agency IAEA, International Telecommunication Union ITU, World Trade Union UPU, UN Conference on Trade and Development UNCTAD, Economic Commission for Europe EEC, Disarmament Commission, UN Environment Program UNEP, UN Children's Fund UNICEF, etc. Belarus was elected to the Security Council, as well as to the UN Economic and Social Commission, the Commission on Human Rights, the on the Status of Women, the Commission for Social Development and other bodies that deal with issues of a political, economic, social nature, human rights, development and coordination of work programs of the UN system. The Republic was the initiator or active participant in the adoption of a number of important decisions of the General Assembly and other UN bodies. Among them are the Assembly resolution on the extradition and punishment of war criminals, 1946, on limiting the outflow of capital from developing countries, 1966, on the use of scientific and technological progress in the interests of peace and social progress, 1973, on the status of the Conference on the Prevention and Punishment of the Crimes of Genocide, 1985, etc. In recent years, Belarus has been coming to the UN with a proposal to adopt resolutions regarding the prohibition of new types of weapons of mass destruction.

At the 41st session of the UN General Assembly, which took place under the sign of new foreign policy initiatives of the USSR on nuclear disarmament by the year 2000, prevention of the militarization of outer space, and the reduction of conventional weapons.

The BSSR was elected one of the deputy chairmen of the Assembly.

Together with friendly delegations, she achieved the adoption of 31 resolutions. belarus united nation resolution

Among them are resolutions on the creation of a comprehensive system of international peace and security, on the right of peoples to life and peace, on the prohibition of nuclear weapons tests, etc. Belarus is a party to about 170 multilateral international treaties, agreements and conferences. According to the UN and other international organizations, various conferences, meetings, seminars, and symposia are held in the republic. She was also elected to the UN Economic and Social Council ECOSOC, commissions on human rights, the status of women, social development, human settlements, etc. At the initiative of Belarus, international organizations made a number of important decisions. The UN General Assembly, for example, approved the resolution introduced by the Belarusian delegation on the extradition and punishment of war criminals, the UNESCO Conference on educating the younger generation in the spirit of ideals and friendship of peoples, etc. At all international meetings, Belarusian delegates together with representatives of the USSR, Ukraine, and other republics The Union, with envoys from socialist countries and peace-loving forces, are resolutely fighting for the prohibition of nuclear weapons, for disarmament, for strengthening peace and friendship between all peoples of the globe. The ties between Belarusians and the working people of socialist countries are especially broad.

The Minsk region, for example, is closely connected with the Potsdam district in the GDR, the Mogilev region with the Tabrovsky district of Bulgaria, the Brest region with the Lublin voivodeship of Poland, the Gomel region with the South Bohemian region of Czechoslovakia, and the Vitebsk region with the Frankfurt region on the Oder.
